Indonesia Prior Notice and Phytosanitary Certificate Timelines Effective June 4

The USDA Foreign Agricultural Service (FAS) reports the Indonesian Quarantine Agency (IQA) has clarified details regarding “Prior Notice” requirements announced in February, and new timeframes for shipment and issuance of phytosanitary certificates effective June 4, 2025.

  • Prior Notice:
    • U.S. exporters must complete a “Prior Notice” submission in IQA’s online system before each shipment departs the U.S. port.
  • Phytosanitary certificates:
    • For phytosanitary certificates issued before vessel departure, the vessel must depart within 21 days of the certificate issue date.
    • If the phytosanitary certificate is issued after the vessel departure, the shipment must have departed within 21 days of the phytosanitary inspection. The inspection date must be included under additional declarations on the phytosanitary certificate.

The NHC continues to work with the U.S. government to seek clarity and guidance on these new requirements. Additional information is available in this USDA FAS report.

Background: On February 20, 2025, FAS reported that “Prior Notice” for Indonesia must now be submitted prior to a shipment departing the port of origin. IQA verbally clarified with FAS that this new requirement would be strictly enforced.
