China Delays End of Section 301 Tariff Exclusions

The USDA Foreign Agricultural Service (FAS) reports the People’s Republic of China (PRC) has delayed the planned suspension of the Section 301 tariff exclusion process until October 20, 2025, with approved exclusions now valid until December 13, 2025.

China’s Ministry of Finance has not formally announced the change, nor provided any explanation. FAS understands that the new dates appear when importers apply for tariff exclusions for U.S. commodities on the Ministry of Finances’ website, which states that “no new applications will be accepted for this tariff line after October 30, 2025, and approved applications will remain valid until December 13, 2025.”

Background: On July 22, 2025, FAS reported that China would end the Section 301 tariff exclusion process effective August 1, with approved exclusions remaining valid until September 14, 2025.
